Do not shave the temples of your head.

 “Do not round off the temples of your head” Vayikra 19:27

One is punished for each temple, if a person shaves both temples simultaneously - whether he shaves only the temples or the entire head simultaneously he is liable for lashes twice.

Specifically, the man doing the shaving is given lashes because he does a physical act but the one who is shaved is not liable for lashes unless he helped the one doing the shaving.

Shaving with scissors (used as a razor) is forbidden.

A woman has no restriction to round off her temples of her head but she is forbidden to shave the temples on a man’s head. She is even forbidden to shave a minor.

This applies in all places at all times for men and women.
